Strengthening China-Russia Ties: Li Qiang’s Visit to Moscow

Introduction

Chinese Premier Li Qiang is in Moscow from August 20 to 22 at the invitation of Russian Prime Minister Mikhail Mishustin. This visit marks an important moment in the ongoing bilateral relationship between China and Russia, characterized by deepening cooperation across various fields. The visit includes the 29th regular meeting of Chinese and Russian heads of government, a key mechanism for evaluating and coordinating bilateral cooperation since 1996.

A Deepening Partnership

China and Russia have continued to fortify their ties despite global uncertainties. The economic cooperation between the two nations has evolved in terms of quality and efficiency, with substantial progress in cross-border trade and connectivity projects. Notable examples include the China-Eurasian-EU freight train service, a flagship project under China’s Belt and Road Initiative (BRI), and increased investments in low-carbon and green energy sectors.

The longevity and scheduling of the 29th regular meeting underscore the enduring nature of this relationship. Both countries have demonstrated a commitment to mutual growth and collaboration, highlighted by high-level diplomatic visits and continued dialogue.

High-Level Diplomacy and Strategic Cooperation

Li Qiang’s visit to Russia coincides with the strengthening of high-level diplomatic relations. Following Chinese President Xi Jinping’s state visit to Russia in 2023 and Russian President Vladimir Putin’s visit to China in May 2024, this meeting represents a tangible step forward in solidifying the partnership. The visit provides a crucial opportunity to discuss trade matters, collaborate on major projects, and expand economic ties.

The agenda for Li’s visit includes a wide range of issues aimed at advancing bilateral cooperation to a deeper level. The ongoing high-level exchanges are indicative of the robust relationship that has developed between the two nations, reflecting the agreements reached between Putin and Xi.

Expanding Bilateral Cooperation

The China-Russia comprehensive strategic partnership for the new era aims to enhance cooperation across multiple sectors. This includes trade in crude oil, natural gas, timber, copper, seafood, and potash fertilizers, as well as advancements in industry, agriculture, infrastructure, and logistics. The partnership also emphasizes increasing collaboration in energy, automotive, aviation, shipbuilding, and household appliances.

Growth in trade services, the digital economy, and green development are expected to continue. The bilateral relationship is also fostering increased people-to-people exchanges, including educational, scientific, cultural, and health-related collaborations.

Economic Achievements and Future Goals

The bilateral trade target of $200 billion set for 2024 was surpassed in 2023, reaching $240 billion. The visit aims to identify further collaboration areas aligned with the Pre-2030 Development Plan on Priorities in China-Russia Economic Cooperation. According to the General Administration of Customs of China, trade between the two countries from January to July 2024 was $136.67 billion, marking a 1.6 percent increase from the previous year. Notably, Russian gas supplies to China during this period exceeded $4.69 billion, reflecting a 19 percent increase over the previous year.

Complementary Economies and Future Prospects

China and Russia’s economies are highly complementary. Russia’s strengths in natural and agricultural resources and route connectivity align with China’s advanced technology and investment capabilities. Chinese investments in Russia span sectors such as mining, innovative technology, pharmaceuticals, automobiles, and environmental initiatives. Additionally, the rejuvenation of China’s northeastern regions and the development of Russia’s Far East can benefit from high-quality cooperation between the two nations.

Multilateral Impact

The cooperative efforts between China and Russia have positively influenced multilateral forums such as the United Nations, the Shanghai Cooperation Organization (SCO), and BRICS. These collaborations represent a significant advancement toward establishing a comprehensive strategic cooperative relationship, crucial for navigating a complex global landscape.

Conclusion

Premier Li Qiang’s visit to Moscow reaffirms the strengthening bond between China and Russia. By continuing to build on their strategic partnership and exploring new areas of cooperation, both nations are poised to enhance their bilateral relationship and contribute to a more stable and equitable global order.
